Railway Budget Origin & Background: Owing to the British Raj roots, Railway Budget is always separate from the main Financial Budget and the being the oldest and one of the largest railroad networks in the world, it remained a separate entity and was the largest employment provider two decades ago. The Indian Railways ferry about 23 million people,and 2.65 million tonnes of goods on its coaches, daily.
Indian Railways has 7,172 stations and 12,617 passenger trains and 7,421 freight trains on its netwrok spreading from Baramulla in the Himalayan foothills of Jammu and Kashmir to the southern tip of Kanyakumari in Tamil Nadu, and from Naharlagun in Arunachal Pradesh to the port town of Okha in Gujarat.
10:50 AM: SENSEX shows Railway firms stocks dovetail 6 to 16%
Ahead of the railway Budget presentation in Parliament, rail-related stocks closed lower on Thursday. Especially, Titagarh Wagons, Kernex Microsystems, Hind Rectifiers, Texmaco Rail and Engineering, Container Corporation and Cimmco fell by 6 percent down on the Bombay Stock Exchange (BSE).
Except Siemens,the 8 major railway stocks have slipped with Titagarh Wagons leading the wave with the biggest fall of 16 percent. Nearly six of 9 rail-related companies engaged in the rail infrastructure business have done an impressive performance on the market in the past rallying up to 77 percent.
It remains to be seen how the NDA’s first full Railway Budget would allow greater FDI in Indian railways and stem the growth of these firms with more private participation in railway projects.
According to Secunderabad-based South Central Railway, Rs.14,583 crore is required for 26 ongoing projects under its jurisdiction including Andhra Pradesh, Telangana, parts of Karnataka, Maharashtra and Tamil Nadu.
In AP, the 310 km-long Nadikudi-Srikalahasti line requires Rs.1,320 crore with free land promised by the AP government, besides meeting half the project expenditure.
The 126 km-long Nandyal-Yerraguntla line has so far completed 68 km and requires another Rs.140 crore to be completed. The main bridge over the Kundu river near Nandyal is pending.
In Telangana, the 178 km-long Peddapalli-Nizamabad line has neared completion till Armoor and Rs.100 crore is required to finish the remainder 28 km. The 80-km Mahabubnagar-Krishna Station has been completed merely for 15 km and requires more than 3 years to be competed and its progress depends on the budget allocation this year.

Railway Minister Suresh Prabhu started presenting the Railway Budget 2015-16 which is crucial for both Telangana and Andhra Pradesh as bifurcation-related projects promised by the Centre be focused in it.
Otherwise, Suresh Prabhu promised best efforts to fulfil people’s aspiration in the NDA government’s first full-fledged Rail Budget. While slight fare hike is expected, amenities should take the main focus in the budget.
For the first time, railways will begin using alternative sources of energy and also widen the wi-fi connectivity, besides improving protection of women in trains.
Telangana is hoping that the AP Express to Delhi’s Nizamuddin will be renamed Telangana Express now. AP is expecting a new railway zone as it has lost Secunderabad zone to Telangana after bifurcation.
AP-related projects include 126-km Nandyal to Yerraguntla project that is to be completed next year. Peddapalli-Nizamabad line will also be promised to be completed this year. In addition, an exclusive AP Express from Vijayawada to New Delhi is expected to be named in the budget this year.
