As the Modi government completed one year in office, the ministry of communications and information technology said its ambitious project of online or cloud based data source for all citizens called “Digital Lockers” has attracted one lakh citizens so far and picking up faster now.
In the last 100 days As many as 1,00,000 Digital Lockers have been opened, aimed at abolishing the use of physical documents which can be printed anywhere with the surety of verification and convenience.
The only rider for offering Digital Locker is Adhaar Card with which it can be opened in one minute and once opened, it enables different government agencies to transfer documents into the Digital Locker of an individual linked to his Aadhaar number in digital form.
All individual certificates from birth, domicile to SSLC (CBSE) and higher education can be applied online processed eliminating the threat of counterfeit documents or bogus marks cards.
Besides government documents, it also allows citizens to upload their own electronic documents with or without digitally signing them using the e-sign facility for safety and posterity. Other advantages cited by the ministry include:
Print anytime from anywhere as electronic format is safe and in case of disasters, non availability of documents, it is easily accessible by the user even when the physical documents are lost.
It eliminates the need for long queues or procedures to get the documents and above all the digital locker is presently offered free without any charge.
Morevoer, residents can easily share the documents with other agencies/departments without having to share photocopies, scan copies, document uploads, while applying for admission into colleges or jobs or for any visa. These documents can be shared easily even on feature phones by SMS or via WhatsApp.
The government has pointed out that the system allows verification of government documents and certificates issued via online, eliminating the use of fake documents or certificates. They are safer as only the owner has the right to see and share the documents as per their own convenience.
The process has been made simple now since the user can apply for birth, domicile certificates online and speed up the process by authorising the agencies to access the documents online.
Even the local bodies can push these certificates in digital form directly in the Digital Locker eliminating the risk of fake document, which will benefit the people who find it difficult to have proper storage space for physical documents.
This will be a safe place during the National Disaster such as floods, cyclones, fire etc., says the ministry. It allows hassle-free registration of Sim Card, LPG connection, Driving License and gradually even a passport or visa.
Essentially, the Digital Locker will replace the need to visit the government office and stand in endless queues to obtain a citizen-centric governance model of providing services at the door step of citizens.
Currently, for every government or statutory service requires a self-attested photo copy either in physical but with the scanned form format, the need for manual verification will be done away with and thus saving huge overhead cost to the government in terms of paper storage, manual audits and manpower. “The Digital Locker is going to address these concerns,” said the ministry in a statement.
